In the second place, if appointed Deputy Registrar, Sheriff and Appraiser, as I have recommended, his duties and responsibilities will be increased in connection with the levying of distresses. Thirdly, a substantial salary is necessary to secure the services of a competent accountant, who could not, I fear, be obtained at the salary of £2160, as originally proposed.
